Robert E. Slavin, Esq.: JD George Mason University of Law, Arlington, Virginia. Mr. Slavin founded Assessment Counselling Services (ACS) in 1986 with emphasis in state & local taxation. He has represented over 3,000 cases before Appeals Boards or Hearing Officers. He is an admitted member of the State Bar of California and belongs to the Los Angeles Bar Association, Real Property and Taxation sections; the Los Angeles County Assessor's Advisory Committee; the International Association of Assessing Officers (IAAO) and the Society of Auditor Appraisers (SSA). Mr. Slavin has been a public speaker before various organizations and professional associations.
John Origer: BA, Humboldt State University. Mr. Origer has over 25 years of experience in the property tax field; he gained significant knowledge with the Los Angeles County Assessor’s Office, where he spent 17 years as an Advanced State Board of Equalization Certified Appraiser. During his time at the Assessor’s Office, Mr. Origer was not only responsible for assessing major regional shopping centers, hotels, office buildings and retail properties; he also presented thousands of cases at the Assessment Appeals Board.
Teri Lyn Harrington: Master of Public Administration, Cal State Dominguez Hills. Ms. Harrington formerly worked as an Appraiser Specialist at the Major Properties Division of the Los Angeles County Assessor's Office. She has testified before the Assessment Appeals Board in over 1,500 cases. Ms. Harrington also has experience with change of ownership issues, as she was an assistant to the Chief of the Ownership Division.
Roger A. Henley: BS Business Administration/Finance, Cal State University Northridge. Mr. Henley has over 25 years of experience as a Controller/CFO in a number of industries including banking, real estate, entertainment, manufacturing and equipment rentals. In each of his positions he has represented his firm in issues dealing with real and personal property assessment/taxation, sales and use tax, city tax and various other taxing entities.
Ron Cooper: BA Business Administration, Cal State Fullerton. Mr. Cooper retired from the Orange County Assessor’s Office where he was the Senior Auditor Appraiser in charge of business property appeals. His experience also includes extensive real property appraisals of complex properties. Mr. Cooper has handled hundreds of appeals.
David E. Fischer: Mr. Fischer served as an Aircraft Appraiser for Los Angeles County for fifteen years. He personally appraised all aircraft with a market value over $500,000 and was responsible for making sure that over $3 billion in assessed value for general aviation aircraft made the tax roll. He has represented the Assessor in over 1,000 Assessment appeals, and lost only two of those appeals. Mr. Fischer is a member of the NBAA.
Kent Meyer: BA, University of California, Santa Barbara. Mr. Meyer is a former Supervising Appraiser for the Ventura County Assessor's Office where he spent 16 years. His property tax history includes hotels, office buildings, retail shopping centers, agricultural property, apartments and ownership issues. While with Ventura County he supervised appraisers handling appeals cases and presented cases before the appeals board..
John Chappell: BFA, California Institute of the Arts. Mr. Chappell, a former Advanced State Board of Equalization Certified Appraiser, worked 22 years at the Los Angeles County Assessor’s Office. For 10 of those years he was with the Major Properties Division and responsible for the appraisal of multi-residential, major regional shopping centers, office, industrial, and retail properties.
